Are there gonna be any additional programs to run that would create a non dedicated or dedicated servers? cause so than i can try to create a everlasting server like jolt.co.uk does or clan people do.

Well....To the best of my knowledge, you will be able to start a killing floor server like any UT2k4 dedicated server. From a separate (or the same, but it wont really be dedicated) machine you play on.
Should work fine as long as your machine is running

and as long as your net code is up to snuff ;D
I actually may be able to host one sometime later this summer....looks like im going to be converting my current desktop into a server when i upgrade.
