Is there a way that I can make it so starting money is more than 300 and that respawn time is more/less than 60 seconds?

Can't up the money any more... and the time i think is limited as well...
Are you just trying to test weapons out? If so, don't buy anything the first wave, try to find useful weapons and sell them. By the second, if not the third, you should have anything you need.

You can change it in the INI. I'm not saying how though, I find it cheap.

We really, really need a test map... just for people to screw around with the weapons. For newbies, it's damn hard to try out the LAW or Crossbow on your own.

If you want to just test maps out, than change the starting money in the KFMod20.ini and than search for the first KF-Wave, change it this way: from: Waves[0]=(WaveMask=1,WaveMaxMonsters=30,WaveDuration=244,WaveDifficulty=0.000000) to: Waves[0]=(WaveMask=0,WaveMaxMonsters=30,WaveDuration=50000,WaveDifficulty=0.000000) (This one is for maptesting ~ No Zombies spawn, you just have the starting time to go to shop and buy something)
