Make sure there's no kf inis in UT2004\System, in fact there shouldn't be any kf files outside UT2004\KFDEMO. Evenso, backup and delete the inis found in UT2004\System and try again.

Yeah, make sure the resource/etc. files are like:
ut2004/kfdemo/animations ut2004/kfdemo/textures ut2004/kfdemo/system
The intuitive thing is to make it like
ut2004/animations ut2004/system
But yes, this will break your game.

Did you reinstall everything or just KF? If it was just KF backup all the inis in UT2004\System, delete them and try again.

UT has radomly given me these errors before. Presuming you got everything set up right (with no misplaced ini's or anything), I can only recommend that you try restarting your computer. If you have a DSL router, try restarting that, as well.

That's the error I got when I installed Killing Floor incorrectly, and I had to reinstall UT2004 to get rid of it.
Now... you didn't just copy and paste the folders inside the KF folder, and overwrite any files in UT2004 did you? Because that's how I f'd my installation up.

I'm really sorry about this problem, but basically, the important thing with installing it is to just EXTRACT. Don't go inside the KFDemo folder and do ANYTHIGN. Just EXTRACT.
This will seriously break your game.
And I had a friend (who did the same thing) say to me, "This is what happens when a mod that should be handled by an installer isn't handled by an installer." He's right. in the future, an installer will handle the whole thing for you, so your directions will be very, very simple.

Dont feel so bad about it. If WinXP didn't have such a poorly implimented *.zip browser this wouldn't be a problem. Any credible compression utility I know of will keep paths intact by default. (though it might help to include a readme )
