How do you change the difficulty setting for a windows dedicated server please.

open your KFMod20.ini in the kf folder
ctrl-f and search for [UWeb.WebServer]
set bEnabled= to true
change the listenport to 82 or something (80 is bad for your karma and apache)
search for [Engine.AccessControl]
AdminPassword= your password
save and launch the dedi bat
after that go to your favorite browser and enter localhost:82 (or whatever port you selected)
enter your pass select Defaults-bots and here you go
dont forget to save and restart map
